What is a SAP evaluation?

A SAP (Substance Abuse Professional) evaluation is a required assessment for employees who violate Department of Transportation (DOT) drug or alcohol regulations. The SAP determines what education, treatment, or follow-up steps must be completed before the employee can return to safety-sensitive work.


Who needs a SAP evaluation?

A SAP evaluation is required for employees in safety-sensitive positions who fail or refuse a DOT drug or alcohol test. This includes workers such as CDL drivers, aviation personnel, railroad employees, and pipeline workers regulated by the Department of Transportation.


What happens during a SAP evaluation?

During the evaluation, the SAP reviews the violation, substance use history, and other relevant factors. Based on this assessment, the SAP determines whether education, treatment, or additional services are required before the employee can move forward in the return-to-duty process.


Can SAP evaluations be done remotely?

Yes. In many cases SAP evaluations can be conducted through secure telehealth or video conferencing. Remote evaluations must still meet DOT compliance requirements and professional standards.


How long does the SAP process take?

The timeline varies depending on the recommendations made after the initial evaluation. Some individuals may only need education, while others may be required to complete treatment before the follow-up evaluation and return-to-duty testing.


Will the SAP help me pass my drug test?

No. The SAP’s role is not to help individuals pass a drug test. The SAP’s responsibility is to conduct an independent evaluation and determine the appropriate education or treatment steps required under DOT regulations.


What is a follow-up SAP evaluation?

After completing the recommended education or treatment program, the individual must return to the SAP for a follow-up evaluation. The SAP will determine whether the person has successfully complied with the recommendations and is eligible to move forward in the return-to-duty process.


What happens if I do not complete the SAP process?

If the SAP process is not completed, employees in DOT-regulated positions cannot return to safety-sensitive duties. For CDL drivers, this may also affect their status in the FMCSA Clearinghouse.
